MISSION

Over the last several years it appears that NARFE has been focused on financial and membership matters.  While these are absolutely critical to our success, I believe we’ve los sight of the outstanding results our legislative advocacy efforts have brought.  I think it’s time we paid more attention to our sole mission–protecting the earned pay and benefits of all federal employees, active and retired.

 

It all starts with the National Executive Board (NEB).  The NEB sets the policy and goals of the Association.  These must always be directed toward the mission.  So, if it wants to implement a new membership plan, the NEB must first determine what the return on investment–how the plan improves our mission.  A cost-benefit analysis must be conducted because often NARFE has hired consultants at high cost to devise a plan with no real insight into how it will affect our advocacy program.

The NEB must take the lead here to ensure we pursue every avenue possible to turn our membership decline around.

 

MEMBERSHIP

I am Robert Allen and I am a candidate for the Region X Vice-Presidency.  I am very concerned that NARFE’s membership has been on a continuous decline year over year, decade over decade since peak membership in CY1982 (492,000) to 157,000 at the end of CY 2021. CY 20121 saw a drop of 14,000 and we can assume NARFE could lose another 40,000 members in the next three to four years, which will result in a financial crisis.  For the last two years NARFE has seen a financial surplus, but the impact of losing so many members can severely our bottom line.  Tie this with the increase in dues, which accounts for a bit over half of our revenue and our financial situation could get into the red again very quickly.  That’s why we must set reasonable and achievable membership goals. The NEB must take the lead here to ensure we pursue every avenue possible to turn our membership decline around.  I am committed to having the next NEB immediately prepare a two-year membership recovery plan at the start of the next term.  One that the Association will adhere to so we can see positive results in the next three years.  Our recovery plan must ensure that all association officers and members are kept aware of progress or the lack thereof in this effort.

MY GOALS

As Region X Vice President, I will put Region X at the forefront of NARFE and National Executive Board activities.  As the Region X voice, I am committed to our mission of promoting the general welfare of current and potential federal and postal annuitants by having the NEB assert its oversight of NARFE to ensure our continued existence.

GOVERNANCE

 NARFE is at a crossroads.  While we have new initiatives like FEDHub that will help us advance our cause, we face the dilemma of acute membership loss. There are many reasons that have brought us here. The solution to these association problems is for the National Executive Board (NEB) functioning as NARFE’s board of directors to firmly assert itself into the association’s operations and finances. The District of Columbia Non-Profit Act of 2012 states that all the activities and affairs of the association shall be managed by and subject to the oversight of the board of directors.  Clearly very hard decisions will have to be made during the CY 2023-2025 term. We cannot wait… which is why I am candidate for the Region X Regional Vice-Presidency.

NARFE and Our Finances

 

         I’m convinced that NARFE finances are not what they ought to be. We rely too much on dues revenue and not enough on other revenue streams. I believe we must always have a balanced budget.  I believe every dime we spend should support our primary mission of protecting our earned pay and benefits.
